Suspect in custody after northeast Lubbock standoff

LUBBOCK COUNTY, Texas -

A suspect is in police custody after an hours-long standoff in northeast Lubbock. 

Rodney Breeden, 50, is charged with aggravated assault on a public servant. 

Officers were called to 1112 East Quinn Street Tuesday morning after reports of a gunshot in the area. Police say a bullet hit a side window of a City of Lubbock garbage truck, shattering the window. The employee was hit by the glass and treated for minor injuries.

Nearby homes were evacuated as SWAT negotiators attempted to make contact with the suspect. 

The SWAT's B.E.A.R. or Ballistic Engineered Armored Response vehicle breached the front door using a ram device. The suspect shot the BEAR multiple times.

Officers also used gas in the home, trying to get the suspect to come out.

Lubbock Police Chief Greg Stevens said police "tried over and over" to negotiate with Breeden. For hours, "even though the individual had fired at us", Stevens said officers did not return fire.

Eventually, when the suspect again fired at them, SWAT officers returned fire, striking the suspect at least once. Stevens says the suspect is alive; he did not have an update on his condition.

Martin Valencia, Breeden's neighbor, was at home during the standoff. He was able to hear what was unfolding outside.

"Boom, boom, and then boom, boom again," Valencia said. "Then I could tell it was small arms fire and then I was like this dummy, he's shooting at the cops. So I told everyone to get down low and stay here in the back, let's not move."

When the dust settled he was shocked to find out which neighbor was involved.

"He was a friendly guy," he said. "If you knocked on the door and you needed something, he'd give it to you. I don't know what the reason was for this. I don't know what happened. This was not in his character at all."
