Councilman asks city manager for explanation about LPD shakeup

City councilman Victor Hernandez asked the city manager for detailed reasons in writing for the recent administrative shakeup at the Lubbock Police Department.

In a Facebook post, the district one councilman says he has asked James Loomis to explain why he demoted now-former Police Chief Roger Ellis to captain. So far, there has been no public explanation. 

In his memo to Ellis on June 26th, obtained through an open records request, Loomis cites what he calls "recent events" for his reason to believe "a new direction of leadership is required for the LPD." Ellis has since retired. 

Hernandez also asked Loomis to explain why he appointed Assistant Chief Jerry Brewer to be acting police chief. In addition, Hernandez wanted to know why Assistant Police Chief James Shavers was shifted from overseeing investigations to heading up the patrol division. 

City council members will discuss the city manager's duties and actions related to LPD in a closed door executive session during Thursday's council meeting. 

A vote on confirming Brewer as interim police chief is also on the meeting agenda.
